VERY low wire

Got this telephone wire looking real close to this tree and its branches, how dangerous is this? Should contact officials for this?

Yeah, definitely contact your local phone company or any city service!
They can make a better assessment or adjustment if needed.
Those phone lines got lower voltage but it could be dangerous if they're rubbing against branches!

Long as no fire trucks or big vehicles need access back there, there shouldnt be a problem.

yep, so agree with you, OP needs to call the phone company immediately. not just there's a potentially high voltage risk, but branches rubbing against the wire can also cause damage to the wire's insulation over time, leading to service issues or potential hazards if the internal wires become exposed.
Strong winds or ice can cause branches to snap and bring down the line entirely, which then creates a tripping hazard and service interruption

I don't understand why OP should ask. it's really dangerous, ofc OP should call the company responsible for those wires
